This site is located within a municipally owned right-of-way, and a stairway extending from the corner of Palmer Street and Riverview Avenue brings visitors from an escarpment to a small beach several feet below, which overlooks Mystic Harbor.  Recent improvements to the stairway leading to the beach at this site has improved safe access to the waterfront.
